კოალიციის ჩამოყალიბების საკითხი შეთავაზებულ იქნა მხარეებისთვის ქართულ-რუმინული სამოქალაქო საზოგადოების ინიციატივის
ფარგლებში გამართულ შეხვედრაზე 2012 წლის 23 თებერვალს და ამ საკითხზე საბოლოო შეთანხმება კოალიციაში გაწევრიანების მსურველ 22 არასამთავრობო ორგანიზაციას შორის მიღწეულ იქნა 2012 წლის 24 თებერვალს ჩატარებულ შეხვედრაზე. კოალიციის შესახებ თანამშრომლობის მემორანდუმი შემუშავდა 2012 წლის 26-27 მარტს და მას ხელი მოწერა 2012 წლის 1 ივნისს.
