The first working meeting with representatives of the guardianship-custody regional councils was held

Two-days working meeting was held by GASW for the representatives of the guardianship –custody regional councils, functioning in west Georgia.  The meeting was organized within the framework of the project “Capacity Building of Professionals for Improving Small-Scale Alternative Services for Children With Severe Disabilities”, funded by the USAID and UNICEF.  The Meeting was held in the Association, on November 21-22, with participation of the members and secretaries of Imereti, Samegrelo and Racha regional councils.       Topics discussed during the meeting: 
Current practice in decision making in relation to children with disabilities and the factors contributing to the effectiveness of decisions;
The rights of children with disabilities in Georgia and the role of the Council members in the protection of rights;
The importance of the application of terminology acceptable to people with disabilities and facilitation of anti-discriminatory practice; impact of stigma and the factors, contributing to a social inclusion.   
New model of service for children with severe and profound disabilities - criteria for placement in 24-hour service, the work of a multidisciplinary team; supervision mechanisms and factors to be considered in individual development plan.
Council responsibilities, especially when making single-handed decisions; importance of  unified approach and sharing of the interests, needs and functions of each stakeholder;  
Existed services, problematic issues, requiring advocacy; 
Existed professional challenges and their solving ways Observation on participants’ involvement has revealed that discussion of practical aspects and advancing the council’s role as of the needs, assessing and recommending body, was important for council members.   The participants were actively engaged in discussion, sharing their experience with each other and expressing the motivation, to become more active in current processes in the child welfare field.  At the same time, the need of holding of similar meetings for the effective functioning of the Council has been outlined.  It is planned to conduct the similar working meetings with all regional council representatives within the framework of the project.
